Do we need to add new pages?
Usually a handful: one per service, one per industry you serve, and pages answering the questions your customers actually ask. That's the material an assistant has to work with.
Does design have to suffer?

Is a rebuild ever the right call?
When the site is slow, can't be edited, or hides its content inside images and sliders. If a person needs three clicks to learn what you sell, a machine never will.
